Key Proposals from the Highbury Group on Housing Delivery

Kathleen Dunmore from Three Dragons was part of the editorial team for a publication from the Highbury Group which looked at policy tools available to help national and local government to achieve the planned increase in housebuilding.

The report, which was launched at the House of Commons on 3rd March 2025, makes practical suggestions for how we can learn from the past  and from overseas to deliver high quality development in the future. It is divided in to 3 parts:

  • Harnessing the planning system to deliver homes and growth
  • Providing the homes people need
  • Getting delivery right

And includes articles on use of Compulsory Purchase and Build Under Licence Schemes, the role of intermediate housing and specialist older persons housing,  and effective delivery of New Towns and Urban Regeneration.
