Housing Policy Analysis
Working with both the public and private sectors, Three Dragons regularly undertakes policy research projects, covering various aspects of the planning system and housing market, including studies undertaken under the umbrella of the Local Government Housing Advisers Programme.
Our recent policy research has included an assessment of the impact of implementing Passivhaus standards for a new garden village, identifying and evaluating options for defining affordable housing targets in local plans and evaluating the Rent First option proposed in Wales.
At the national level, we have reviewed for central government the impact of CIL, government policy changes on housing delivery, and s106 planning obligations. While for the RTPI, we undertook research of the Deliverability and Affordability of Housing in the south west, including a detailed analysis of how large-scale housing developments are implemented.
We work closely with clients to design the most suitable mix of research methods for each study, which can include, for example, capturing and analysing large quantitative datasets, qualitative interviews with private and public sector organisations, and workshops to test initial findings and emerging policy choices. We often work with partners from other disciplines and academic institutions to strengthen the knowledge base we can bring to our policy work.
