Surrey Net Zero Carbon Toolkit

Surrey County Council declared a climate emergency in 2019.  To help develop planning policies that achieve net zero emissions for new buildings across Surrey, the Council commissioned a Net Zero Carbon Toolkit from a team of Etude and Bio-regional with Three Dragons.  

In producing the Toolkit, Etude undertook the energy modelling and technical feasibility, Bioregional facilitated stakeholder engagement, and Three Dragons liaised with the development industry to quantify the impact on development viability of alternative pathways to net zero carbon on residential and non-residential development.  The results of the residential viability modelling undertaken by Three Dragons, demonstrated good general viability and that most development in Surrey will be able to absorb the additional costs of achieving net zero.  For non-residential development, the requirement to meet net zero was found not to have an impact on delivery, except in the most marginal of circumstances.   

The study was supported by the individual Surrey planning authorities and will inform their future local plan reviews.
