Tom Marshall

Tom is a chartered town planner whose experience includes projects involving development viability, economic impact appraisals for development activities and for policy and the preparation of funding bids. Tom has been involved in over 20 CIL and/or plan viability studies and has provided evidence at planning examinations. He has also prepared viability appraisals for a number of development sites and masterplans across the UK.

Complementing these specialisms, Tom provides research support across a variety of subject areas including the analysis of housing markets and plan policy reviews.  Tom is also part of the Three Dragons team carrying out demand assessments for Custom and Self-build housing.

Prior to joining Three Dragons, Tom worked as a planner at Peter Brett Associates and previously as an analyst for an investment bank.
