Three Dragons has developed a number of models to help in the decision-making process.

Three Dragons works regularly with local authorities, individual developers and Registered Providers, architects and masterplanners to assess the viability of development. We make use of an Excel based model we originally developed for the GLA – the Three Dragons Toolkit.

Our model can be used to help with:


  • Negotiating the level of planning obligations that a proposed development can afford
  • Area-wide assessments for whole plan testing and setting affordable housing policies
  • Setting a Community Infrastructure Levy for an area


We can provide bespoke Toolkits for clients, as well as training to explain the principles of viability testing and the operation and use of the Toolkit.

Older People


We also have a model for forecasting demand for older persons housing which enables the user to compare demand for and supply of older persons housing at district, sub-regional or regional level.


The model provides information about potential housing demand from and housing options for:

  • Working empty nesters
  • The fit elderly
  • The frail elderly
